Maintaining continuous employment is a critical factor in achieving long-term self-sufficiency for people in low-wage entry-level jobs. Although income enhancements--earned income tax credits and childcare subsidies--are needed for low-wage workers to stay employed, most workers find it difficult to access these benefits and as a result, government benefits are under-utilized.
